This paper aims to find out whether there is a global labour market for knowledge workers and if so, what it looks like; analysing the implications that might have for future investment flows and migration policies. In order to do this we will look at the human capital needs of the emerging knowledge economy, examine the flows of highly skilled migrants and evaluate existing policies that are in place to attract and retain knowledge workers at national as well as EU level. We will also investigate how closely the market of highly skilled workers is linked to other channels of globalisation, like trade in goods and services and capital flows.
