Introduced in the late 1980s, NVQs were intended to reduce the complexity inherent in the vast numbers of qualifications then available to certificate vocational learning. NVQs remain important to the Government’s Skills Strategy, which relies heavily on engaging employers in training their workforces and has some emphasis on NVQs as a measurable outcome of such activity. This research report presents the findings of a study of employers’ perceptions and valuations of NVQs, commissioned by the DfES in September 2004.
