Since 1997 this Government has prioritised early learning and childcare, increasing investment seven fold, creating a universal free offer for three and four year olds and doubling the number of childcare places. The 10-Year Childcare Strategy in 2004 took this to the next level, setting out an ambitious policy programme for an early learning and childcare system that would deliver the best outcomes for children, families, and society as a whole. This document spells out next steps in our longterm vision to make early learning and childcare a truly world class and modern public service.
