Over the past two decades, the concept of conditionality has become central to welfare policy in the major economies. Conditionality embodies the principle that aspects of state support, usually financial or practical, are dependent on citizens meeting certain conditions which are invariably behavioural. This aims to encourage people to engage in actions and activities that help themselves.
