The Pathways to Work package of reforms (‘Pathways’, for short) is aimed at encouraging employment among people claiming incapacity benefits. The reforms were piloted for those starting a new claim in three Jobcentre Plus districts in October 2003 and a further four Jobcentre Plus districts in April 2004.
