The Partners Outreach for Ethnic Minorities (POEM) programme began in March 2007 and was initially funded for one year, although it was later extended to run for a second year. POEM was designed to support people of working age who were not in contact with Jobcentre Plus services and who were neither working nor claiming benefit. This report presents the findings from the first year of the evaluation.
