The aims of the VLN project were to develop a co-ordinated and integrated network of community-based and other learning providers, and to plan, develop and implement co-ordinated learning provision where information, guidance and learning opportunities were easily available to all and, in particular, to those groups that have traditionally been unwilling or unable to access learning opportunities
