Si was employed by ELWa in 2003 to conduct an ongoing scheme-wide evaluation of the Learning Challenge Fund (LCF). The first phase of the evaluation involved a year-long best practice review of the process of developing and setting up the LCF, and the production of a monitoring and evaluation guide for external project managers to use.
