The Oaks Project was funded by LCF between January 2004 and March 2006. It was an outreach project to encourage adults to re-engage with learning. When it was established, from a working age population of 33,000 in Blaenau Gwent, some 23,000 (70%) were not qualified to NVQ3 or equivalent and 10,000 of these (30%) were thought to have basic skills deficiencies.
