Estyn carries out inspections of young people’s partnerships in accordance with the requirements of the Learning and Skills Act, 2000. For the inspection of youth support services, inspection activity may be general or in relation to specific matters, relate to a specific person or institution providing services or to a specific class of person or institution and relate to a specific area. The young people’s partnership (YPP) is the mechanism for delivering youth support services to young people in Wales. The term refers to the partnership led by the local authority, which plans, co-ordinates and oversees all youth support services in an area in line with the statutory framework of the Learning and Skills Act 2000. ‘Extending Entitlement’ and associated directions and guidance set out the framework for the provision of youth support services in Wales and the responsibilities of local authorities.
