This report focuses on the international entrepreneurial ambitions and activities of higher education students, graduates and academics. Within this broad constituency, a sub-group, British Indian (BI) and British Chinese (BC),1 are selected for intensive examination as, in the decade between 1999 and 2009, it has been estimated that ethnic minorities will account for half the growth in the working-age population (Cabinet Office 2003).
