The Apprenticeships, Skills, Children and Learning Bill was presented on 4 February 2009 and the House of Commons Second Reading is scheduled for 23 February. The Bill would provide for a statutory framework for apprenticeships and would create a right to an apprenticeship for suitably qualified 16-18 year olds. It also includes provisions that would aim to ensure that young people in schools receive information about apprenticeships and vocational training opportunities. It would introduce a right for employees to request time away from their duties to undertake training. Employers would have a corresponding duty to seriously consider the request and be able to refuse it only for specified reasons relating to the business. The Bill also includes other measures on education, training and children’s services.
