Activity Agreements (AA) are designed to encourage young people who have been not in education, employment or training (NEET) for some time back into learning or help them get a job (with training). In return for completing a series of activities tailored to their individual needs and designed to move towards learning or employment, 16 and 17 year olds who have been NEET for at least 20 continuous weeks receive an allowance. The agreements were piloted in eight areas between April 2006 and March 2008, modelling different levels of financial support, managed by local Connexions Partnerships.
