
The Child Development Assessment Profile was introduced for maintained settings in September 2011 and was intended to be introduced for non-maintained settings in September 2012 for the assessment of all children when they first enter the Foundation Phase. It is clear listening to the representations made to me by teachers and headteachers and Professor Siraj-Blatchford’s early findings that there are significant problems with the Child Development Assessment Profile (CDAP).
My written statement on 2 December 2011 set out the challenges that we faced in developing an objective model for primary schools compared to secondary schools and, in particular, the consistency of teacher assessments and the large number of schools with a small number of pupils.
The Welsh Government is organising a series of four “Teaching Makes a Difference: One Year on” conferences across Wales. The purpose of these events will be to provide practitioners and those involved in education policy development and delivery with a progress update on the Minister for Education and Skills’ plans to raise school standards.
