This Circular sets out the policy context and general principles and issues which have a bearing on reviewing the provision of school places. It also sets out the factors that need to be taken into account by those bringing forward proposals to reconfigure schools and explains the criteria which the Welsh Ministers will apply in reaching decisions on proposals which come to them for determination.
