On 16 July, the Minister for Children, Education and Lifelong Learning issued a letter to heads of institutions and sector representative bodies as a follow up to the PricewaterhouseCoopers report, 'Review of the costs of administering the education system in Wales - Phase 1'. Phase 2 has begun and is at an implementation phase. The letter issued a challenge to these bodies to explain how they would individually and collectively respond to the hypotheses in the report.
