In June 2010, following the publication of the review of the cost of administering education, the Minister for Children, Education and Lifelong Learning established a Front Line Resources Review to push more funding to the education front lines. In the original report one suggestion was that delivering education through a small number of regional consortia-based teams would reduce overhead costs and improve services. The Front Line Resources Review has been driving forward this idea at pace.
