A consortium led by SQW consulting was commissioned to conduct a three year national evaluation of Cymorth and Flying Start. The evaluation is considering the effectiveness of the programmes and identifying the impact of Flying Start on children and their families. This report provides a synthesis of the evidence on the achievements of the two programmes in terms of their delivery structures and processes and the benefits that have been generated. More
