96 per cent had attained the level 1 threshold, 74 per cent had level 2 and 46 per cent had level 3. Level 2 attainment increased by 22 percentage points between ages 15 and 19. Level 3 attainment increased by 10 percentage points between ages 17 and 19.

A 2 year Action Research Project was established to explore the issues raised in moving towards improved food and drink provision in schools in line with the standards proposed in the Appetite for Life Action Plan. The Minister for Children, Education and Lifelong Learning agreed to continue to fund the HLTA assessment scheme for 2010-11 academic year at a maximum cost of £240,000 to provide opportunity for up to 250 Teaching assistants to achieve HLTA status.
A cross-party committee of Assembly Members has agreed, in principle, a proposed Welsh law that would compel local authority and governing body-provided school transport to be fitted with seatbelts.

Policies designed to improve teaching and learning receive a mixed review from the profession in a new survey of teachers. The survey, undertaken for the GTCE by the National Foundation for Educational Research, shows that while more than half of teachers (53 per cent) said performance management “helped” them to identify their support needs, only a quarter (28 per cent) said it was a key driver in actually helping them improve their teaching.
This study stemmed largely from issues raised by a steering group, chaired by Professor Steven Schwartz (Admissions to Higher Education Steering Group, 2004): the desire to widen participation in HE, to provide fair access and to improve the admissions system. It was recognised that for some students their true potential might not be reflected in their examination results due to social or educational disadvantages.
