Under the new plans there will be a graduate contribution threshold of £6,000 a year. In exceptional cases, universities will be able to charge higher contributions, up to a limit of £9,000, subject to meeting much tougher conditions on widening participation and fair access. It will be up to the university or college to decide what it charges, including whether it charges at different levels for different courses.
Both young people aged 13-19 and adults will be able to begin accessing new arrangements for careers guidance from September 2011. The service will be fully operational by April 2012. It will build on the best of Next Step and Connexions and provide a fully joined up service for all age groups for the first time.
