
Following the UK Government’s announcement of the Spending Review, the Welsh Assembly Government can now finalise its own draft budget which will be published in mid November, with the final budget presented to the National Assembly for Wales in early February 2011.
192,770 learners were enrolled at FE institutions during 2008/09, 6.7 per cent fewer than in 2007/08. 43,485 learners pursued a Local Authority Community Learning activity in 2008/09 (including those enrolled at FEIs but taught by local authority staff), 1.5 per cent fewer than in the previous year. 56,550 learners undertook work-based learning programmes at FEIs and other training providers in 2008/09, 1.7 per cent fewer than in 2007/08.

Overall, qualification levels in Wales increased in 2009, continuing the general increase seen in recent years. An estimated 14 per cent of working age adults in Wales reported having no qualifications, the same as 2008.
This consultation seeks views on draft Regulations which detail the provision of a bursary for care leavers who pursue higher educational courses. The outcomes of the consultation will inform decisions for this academic year and beyond. Comments are required by 15 December 2010.
