
On 16 July, the Minister for Children, Education and Lifelong Learning issued a letter to heads of institutions and sector representative bodies as a follow up to the PricewaterhouseCoopers report, 'Review of the costs of administering the education system in Wales - Phase 1'. Phase 2 has begun and is at an implementation phase. The letter issued a challenge to these bodies to explain how they would individually and collectively respond to the hypotheses in the report. A £17.5million investment to help low skilled workers improve their numeracy and literacy skills was launched (Thursday Sept 16) by Lesley Griffiths, Deputy Minister for Science, Innovation and Skills, when she opened skillscymru.
The aim of the report is to list all documents sent by the Welsh Minister to headteachers in Wales for the previous academic year (2009-10). The aim is to draw all guidance into one report that will act as a quick reference point for you, your colleagues and governing bodies.
Representatives from schools, local authorities and the post-16 sector heard what the new inspection framework means in practice at a launch event held during the summer. Ann Keane, HM Chief Inspector outlined the key features of the new-style inspections to delegates and emphasised the importance that will be placed on self-evaluation.
To support educational professionals in gaining a clearer and better understanding of the new inspection framework the following range of documents have been published: Self-evaluation (schools) and self-assessment (post-16) manuals, arrangements for core inspections - explaining what a provider needs to know before, during and after an inspection - and guidance for inspectors on carrying out an inspection and making judgements.
This guidance has been commissioned by the 21st Century Schools programme team based at the Welsh Local Government Association for local authorities in Wales to use in developing strategic programmes. It is a practical guide for those authorities developing plans for school reorganisation, so as to help make managing the process as smooth and efficient as possible. Please note that this is not a legal guide, nor does it attempt to provide guidance on interpreting statute and complying with the law in respect of school organisation proposals.
