The April 2008 DCELLS Notice to Stakeholders provided information about DCELLS’ intention to make the Principal Learning qualifications from the 14 – 19 Diplomas in England available in Wales. From September 2009 the qualifications available will be in the following lines of learning, within the Welsh Baccalaureate Qualification structure: Engineering; Construction and the Built Environment; Information Technology; and Creative and Media. At Key Stage 3, in 2007, the proportion of pupils in Wales achieving the expected level was lower than England for all subjects. At Key Stage 4 in 2007 in Wales, 55 per cent of all pupils aged 15 achieved the level 2 threshold (a volume of qualifications at Level 2 equivalent to the volume of 5 GCSEs at Grade A*-C) compared to 61 per cent in England. Education Minister Jane Hutt has announced the membership of a Task and Finish group that will conduct a two-stage review of higher education in Wales. The first stage of the review, to conclude by the end of September 2008, will consider student finance arrangements in Wales. More

In September 2007 the Higher Education Funding Council (HEFCW) commissioned Strategic Marketing to undertake its first independent Stakeholder Survey. The survey covered the institutions it funds and partner organisations in Wales and elsewhere in the UK. The objectives of the survey were to obtain the views of external stakeholders about the services HEFCW provides and about its relationship

Between mid-2006 and mid-2031, it is projected that nearly all local authorities in Wales will experience an increase in their overall population. The only local authority projected not to experience an increase in population is Merthyr Tydfil, which is predicted to decline by around 3 per cent by mid-2031. More
