This document sets out the purpose of the Model and what is required in preparation for new Measures, Regulations and Directions to be in place in 2010. Statutory Guidance will be produced at this time to support partners in implementing the Model. This will include guidance on commissioning. This guide has been produced to provide information in preparation for the changes needed, and therefore, stakeholders might want to consider laying the foundations for these changes well in advance.
