
Building upon the One Wales Manifesto commitment to reform funding arrangements for schools and further education, Skills That Work for Wales: A Skills and Employment Strategy and Action Plan set the goal of establishing a more demand-led and responsive skills system. In the latter part of 2009, a consultation exercise took place to reform the funding system:
This consultation highlighted the Welsh Assembly Government’s proposals for a fees policy for post-16 education and training (excluding Higher Education) and Sector Priorities Funding as set out in the Skills That Work for Wales
strategy of July 2008. The consultation also proposed a number of related changes to student support, including options for the future of the Individual Learner Account (Wales) and changes to Education Maintenance Allowances. The Assembly’s reform proposals for post-16 funding and related financial support for learners translates that strategy into concrete proposals.
